The 27-year-old arrived at Everton’s Finch Farm training complex on Wednesday afternoon as the move went into it’s final stages.
A move to Everton would see the France international reunite with former manager Ronald Koeman, who the midfielder flourished under at Southampton.
The midfielder was brought to Manchester United by Louis Van Gaal in the summer of 2015 for a fee of £25m but has failed to hit heights under new manager Jose Mourinho, making just 3 appearances under Mourinho since August.
According to reports, the fee could rise to £24m with add-ons, with the French international available to play Manchester City on Sunday
However, when Manchester United manager Jose Mourinho was asked about the move following Manchester United’s 2-0 Semi-final first leg win over Hull City, he said: “Ed Woodward informed me that the situation is close. Morgan is more than probably going to Everton.
“I am sad and happy, sad because I like him and he could be an option for us, happy because this is what he wants, to play every game and be important in the time.”
