The England Under-20 international joins the Championship side on a season-long loan deal and will be keen to get more first-team experience under his belt.
Dowell made his senior debut back in 2014 for Everton in the Europa League and also made two appearances in the Premier League for the club back in the 2015/16 season under Roberto Martinez.
The attacking midfielder was a key part of the England U20 squad that went on to win their World Cup tournament this summer, which led to Ronald Koeman giving him a chance in pre-season.
Having impressed when called upon and having been a consistently important figure in Everton’s Under-23 side, he will now look to establish himself as a first-team player for a club in the second tier of English football.
The 19-year-old could get his first chance to impress in Forest colours when they welcome Millwall on Friday night, with the Championship kicking off this week.
