Chelsea know after their pursuit of John Stones last summer that Everton are not a club who will sell players on the cheap; they’ll only let a player go if his asking price is met.
Chelsea’s original offer falls £18million short of what the Toffees are asking and in an age where TV money is rife, plus the fact that they have a new majority shareholder, the Merseyside club are in no desperate need to sell.

The fact that Lukaku actively wants a return to Chelsea could help matters, but Stones requested a move last summer and was denied one, so the same could happen in this case too.
Lukaku’s goalscoring record last season was superb and replacing him would not be an easy task for the Blues. However, it’s fair to say that his comments in recent weeks about possibly leaving the club have led to more than a few Evertonians thinking that the club should cash in on him
