The free-scoring striker has been linked with a £25 million move to Goodison Park, with reports suggesting a deal had been struck between both clubs.
Everton have been in the market for a striker after struggling to replace the goals of Romelu Lukaku, who left for Manchester United in the summer.
Wayne Rooney is currently the Toffees’ top league goalscorer with 10 to his name.
Tosun has netted 14 times in all competitions already this season for Besiktas, including four in the Champions League, where he has been particularly impressive.
The 26-year-old’s arrival could spell the end for the likes of Sandro Ramirez or Oumar Niasse, who have both been on the fringes at Goodison Park.
